From February 2025, operators of photovoltaic systems face new challenges. Which changes the stricter certification obligation for consumers.

For owners of photovoltaic systems (PV systems) or those who want to become one, important changes are imminent: From February 1, the detection of certificates for electricity generation plants is mandatory. If you then want to connect a solar system to the network or have to replace components, you have to ensure that the components are registered in the central register for units and component certificates (Zerez). You can view the register on the following page: www.zerez.net.

The register has existed since April 2024 and thus also the possibility for manufacturers and certification points to enter the components there. But the entry was voluntary to date. That changes now.

The tightening of the regulation is intended to increase network security.

The innovation is primarily affected by inverter in private PV systems that are connected to the low-voltage network in accordance with the VDE-AR-N 4105 standard.

If the inverter or another component, the registration of which is required, is not entered in the directory by January 31, 2025, the system may not be put into operation from 1 February. The same also applies “for other components such as battery storage, combined heat and power plants or other systems at the lowest level of voltage,” explains “PV-Magazin.de”.

For consumers or operators of PV systems, the innovation brings with it a relief. From February 1, you no longer have to present all certification documents to the network operator. It is enough to tell him the zerez ID so that your new system can be connected to the network and put into operation.

In addition, network operators will have to work with the data you can find in the Zerez in the future. You may not request additional data, according to the regulation for the detection of electrical engineering properties of energy systems (NELEV). This in turn reduces the bureaucratic effort, especially for private households.

The central register for unit and component certificates, as the name already reveals, is a register that manages the units and component certificates. The institution's creation and operator is the Wind energy and other decentralized energies (FGW).

Thanks to the Zerez, manufacturers and certification bodies can upload the exam documents for their products or units themselves. The manufacturers and certification points then check the submitted documents mutually (four-eyes principle). If the exam was successful, the product or unit receives a registration number.

Private individuals can also view the data in the register. However, only for units used in the low and medium-voltage segment (VDE-AR-N 4105 and 4110).

The result: Before a PV system goes to the network, the distribution network operators in particular can use the device to be used online and quickly check whether the registration was successful and all the necessary certificates are available. In the future, operators, on the other hand, will only have to transmit their components' zerez ID to the network operator. Sending documents on paper or the like is no longer necessary.
