The management of cookie assignments on the Internet should be easier. This is the goal of a regulation of the Federal Government, which the Federal Council approved. The aim is to reduce the number of consent banner. The regulation should enable an alternative to the cookie banners in the future, according to the Federal Ministry of Digital and Transport.
The legal framework for an alternative consent procedure is created that enables the integration of independent services. “This reduces the number of clicks necessary and give users a better overview and more control over their consent,” said Minister Volker Wissing.
Such services are intended to manage a user's decision, whether he is granted or not granted consent. From then on, these providers manage the granting of the cookies in the background every time you visit the site, users would not have to consent to the use of cookies again and again, but could permanently deposit their decisions.

“With our reform of the cookie banner consent, we start here: We want to reduce the cookie flood and enable a more pleasant surfing experience for the users,” said Wissing. “Something has to change in cookies,” said Susanne Dehmel, member of the management of the Bitkom digital association. According to a survey, the current regulation will be broadly rejected by Internet users. Three quarters of cookie banners are annoyed, two thirds did not want to deal with it. Bitkom therefore basically welcome initiatives that simplify consent management.
According to the association, the current proposal falls short. In addition, for telemedia providers, he resists considerable legal risks by involving a so-called intermediary, since they are highly dependent on the reliable participation of the recognized service in order to fulfill their duties in accordance with the General Data Protection Regulation.
